While it may be true that the United States has participated in covert operations to affect the outcome of wars over the years, it would be far fetched to assume that the US government has the capacity to control the weather. A hole in your argument - if the US does indeed possess the technological skills to control the weather, why haven't we used it as a form of ecological warfare against rogue nations?
