It is indeed Ben kissing Annie in this scene. If I recall correctly, his rationale for kissing Annie in front of Meg was that it would get Meg to forget about him for her own good.
i don't believe this is ben but would like to know if it actually is or not, i agree with synnerligen, annie so many times tried to win his affection and woefully failed unless i missed something lol.

No that was Derek. I think he didnt even know how to react because he didnt know who Meg was, OR just did it intentionally to turn Meg against Ben.

Hmm, I would rather say that Annie was the one who believed she was the hottest in town.
But no, I can't see Ben and Annie together. Annie was too wild and impulsive for Ben. She would've driven him crazy with her schemes and stunts.
