Breeding the Naga Viper is purely for bragging rights. Even then, I would still call it into question as it takes more than a small random sample tested against another small random sample to make that claim.

I am finding conflicting reports. Which is the hottest as of September 2011? The Naga Viper or the Trinidad Scorpion? supposedly there really is no confirmed hottest pepper with 100% certainty, their best option is on the heat range which isn't always correct... But chilies like Dorset Naga can be so potent they can easily surpass the heat of a naga viper sometimes, they had been some reported as hot as 1,598,227 SHU, but most usually come under a million.. And Naga Bali is really just another name for Bird's eye, I think? Which can also extend very high..
