Apparently the driver was under the influence of drugs, lower class people are generally drunk. Estonia does not see often, the fancy car drivers stopped, it is a rare occurrence. However, such penalties are small - state officials are fine driving under the influence of the 400 € and ~ € 1,200 normal citizen :/
