It is a glitch. After casting ice barrage you still have to wait a certan ammount of time before casting again, or attaking with another weapon. Here you see that time is all gone, so it is like he said, a design error / glitch.

It's not a glitch... since the ice barrage has the water droplets above you, it takes time to actually come up.
