p.s. the real question is what type(s?) of active defense system will succeed. Israel deployed a real interception system (by RAFAEL too) in order to actually kill the missile before impact with counter fire. The dominant approach so far has been to conceal the vehicle with a cloud of smoke with added stuff to counter IR and radar and move the vehicle a little. Obviously that approach does not work for urban warfare therefore IDF had to go first with the interception system yet to prove it works

Reactive explosive armor has already been countered by using two charges in one round. The first removes the reactive armor, the second deployes the traditional shaped charge. While reactive explosive armor requires the opposing force to use newest generation ATGM it is still only one step further down the infinite arms race and did not winn a lot of time actually (I wonder if that is the reason why there are still state of the art tanks that never adopted reactive armor).
