There were over 200 capital offenses on the British statute book and you could be hanged for stealing a rabbit - even if you were starving. Actually transportation was the result two factors, the practical one being there were not enough proper prisons in Britain, the more admirable one was the growing refusal of juries to execute people for minor crimes.
