Just buy a lot of spay bottles, and learn to paint with them, or move the paint from the spray bottle to a paint spray, yeee. 100 bottles will cost 1000euros, but It's a lot of cheaper. I don't really know how expensive the paint is, but I bet close to 5000euros? Maybe 3000-5000euros? I don't know.

Search in the internet yourself, the paint aint that expensive, but if he painted the car with many chrome layers then the paint woud easily hit 30 k

The reason why it's illegal is because chrome is much more reflective than any other color. When the sub will rise, this car will blind people, therefore cause accidents. That is why it is illegal. I don't know if everywhere, but in North America and Europe, it is.
