I've watched this video numerous times over the year and noticed your comment has gone unnoticed.
No He did not draw this picture, there is a signature at the bottom right corner showing the authors identity.
This picture came in first during a contest that Steve and Max held in order to get a fan picture into I THINK the last 3 episodes of the show.
