They can be Shinigami as beings, or as a title. Tousen and presumably Gin and Aizen have become Vizard as beings, and given up their shinigami title, so they are just Vizard. The difference being, that Tousen has shown a resurrection form, which is basically their Bankai. Ichigo is a Vizard, and shinigami by title only. When he tells Tousen he has become a hollow completely, hes referring to his values and beliefs, not him actually being a hollow. It can easily taken out of context.

What I mean is whatever Tosen has gone through is nothing like the hollowfication the vaizard have gone through, it's at a different level. They can fly around, fire energy blasts (kido, getsuga tensho to name a few) but Bleach is unique in how this elements are presented and also in the concept that each of the shinigami's zanpakuto is tied to their soul and have different abilities and not all are the same.

if you read the manga then you know there is nothing special about the fight. ichigo wont even lay a hand on ulquiorra till the hollow takes over and after that the video that you uploaded is practicly the end were he kills him. every one thoughed the fight would be like ichigo vs grimmjow. guess they were to lazzy to make the fight that long with ulquiorra and overpowered ichigo to end it fast.
