This was definitely on American tapes. I remember seeing it as a kid. The idea that it was a blooper never even occurred to me and I spent a lot of time as a kid trying to figure out why he was pulling chain through a basket like that.
I don't know why people are insisting that this was intentional. It wasn't; Burton mentions this on the DVD commentary track. When the film is shown in the correct aspect ratio, the image is masked at the top and bottom and the "blooper" isn't visible.

It's on the American version ass clowns I cued it up on my old VHS and I'm watching it now. You see the chain coming in from the bottom.
Ps it was meant to be done like that. What you guys don't get that?

Every section of this film is filled with little nuances or nods to classic films and visual jokes!!
Just like in the scene where he's driving Micky's car and the road signs go by. You can see the tracks!
Do you actually think that Tim Burton would make or ALLOW an error such as that???

Its been on every version I own in the USA. It is meant to be there and makes us chuckle. The genius who allows us to see it PUT it in our view.
