To encapsulate 30 years of history into a five minute film is not easy and some times you need to gloss over details to get a point across. During the cultural revolution, it became a damn near necessity for party members to have a copy of the red book. Not producing the book when demanded (generally by the red guards) could result in any number of horrible punishments. To me, that justifies using the word 'force'.
