Leo is in the male character section in the official artbook (check for yourself), can wield a sledgehammer (which I heard is a man weapon although not sure) etc. Either way, there are both arguements for both sides so lets just not argue and wait for Tekken to give us the right answer but until then, I'm going to say that he is a MALE.

As you mentioned, there is customization that evens your arguments about Leo being male. BUT since her real name was revealed being Eleonore Kliesen and Harada said that he already came up with her gender and name before the setting of T6 was finished(which means 2007, setting/story was revealed with T6 arcade), she's now officially female.

As I'm also German and 19 like Leo, I must say it's an uncommon name nowadays, but it fits and it's a beautiful name for a beauty like her. ;-)

Leo has no official gender. The Bandai-Namco development team had stated that they wanted to create a character that would be loved by fans regardless of gender so they made the gender of Leo ambiguous on purpose. Leo can equip a sledgehammer which is a male item, but Leo also can have pigtail hair bases which is usually for female fighters only.

There are many video game characters who look like girls but are males Bridgette from Guilty Gear, Bennimaru from KOF, Eliot from DOA4, Vega from SF, Raiden Metal Gear,and the list goes on and on. If Namco was trying to trick people into thinking Leo is not the gender Leo appears they have succeeded because most people think he is a girl though no proof of that really exists so wouldn't it shock more people to find out he is a boy? Not to mention in The tekken 6 art book Leo is in the male side

My Tekken buddy and I refer to Leo as "it" due to the uncertainty of the characters gender. My personal stance is Leo is female. However, obviously the designers at Namco stylized Leo androgynously, so the uncertainty of Leo's sex remains.

The game makers commented somewhere they Leo is a boy but wanted him to appeal to girls too just like Eliot. Leo is a boy for sure, just a very pretty boy like Eliot himself. Leo is not either until namco says otherwise. Leo has all the male and female hairstyles, does not go shirtless, and has a female voice actor(female voice actors are also used for young male voices). Giving Leo a gender is like giving Mokujin a specific fighting style.

Ok, I'll ignore the very last thing you said, but it's not quite clear that Leo's a girl (though many, including me) hope that Leo is a girl. Leo even has a sledgehammer instead of the naginata and one more thing. Veronica Taylor (I believe) voiced Leo for the English versioin, and she also did the voice for Ash in the English dub of Pokemon, so she has some kind of experience with doing boyish voices (though not really that well)
