Plus, even if it is public property, the government has a right to impose restrictions in order to maintain public order. The officer had the RIGHT and the AUTHORITY to DISOBEY such an illegal order. The officer chose not to do so; therein lies the CONSPIRACY to deny Lonegan's right.
