It's a T-Mobile Ad. Cat Stevens song. Turns out it's from a movie called Harold and Maude (1971). The song is, If you Wanna Sing Out, Sing Out. Several nice videos here on You Tube of it.

I Googled this song because I can't remember hearing a duller, blander, more "tuneless" tune in my life. The instrumental version on the ad sounds like all the musicians have been sniffing glue for days. What a crashing bore of a song!
