Sorry, you're wrong. The condemned are not guinea pigs. The whole point of the execution is to kill the condemned as smoothly, and as quickly as possible. Turning the current on and off very quickly would be deemed as torture, not an execution...

There was a case years ago where a guy ( I think he was black) survived the electric chair after it broke while he was being fried. Apparently he was jolted for quite a long time. I remember reading about his description and said that he had the taste of cold peanut butter in his mouth for a long time. I just kept think how bizzarre. I would look it up on wiki or google it to get the whole story.
I've read about this case before. His name was Willie Francis, I think. He survived because he only received something like half the voltage, due to incorrect installation of the chair/electrodes. He did say that he could taste cold peanut butter, and that he saw little speckles in his vision. He even screamed to the guards "turn it off! Let me breathe!"
