Why you think Candy Cane or bunch of other characters in japanese videogames are really 18yo? They make'em 18,coz it's legal in most countries and this games usually contains some sexual themes or violence. I think Candy Cane is rly 15 or 16 yo.

Here's the thing about Candy Cane's age; they don't have to worry about "age of consent" when dealing with their sex symbols. So, Candy Cane may very well be 16 or 17 in Japan; but if she's gonna be a sex symbol in a game sold in the States, she has to be 18.

Many games, films and stories made in countries with a consent age of 18 or 21 have sex symbols or titillating characters who are well under the legal ages.

They just make them hot and people like them.
