@darkfury45 Sure, why not? Depending on the width, epi, size of yarn, the time and money you want to invest in to the piece. If you want to make a piece of clothing from cloth woven in pile loop, I suggest you first make a sampler pieces before going into full production to make enough cloth for a piece of clothing.
@darkfury45 You can weave using this technique with any material that will hold up to weaving. In your case, however, I would suggest purchasing cloth already made---depending on the size and scope of the project. Just the other day I was thinking of how to make this process go quicker by perhaps making some kind of rake that will pull up the warp threads, not unlike the rake seen in a video for the Ukranian Knitting Board.
@darkfury45 Here's another thought: can you use your sewing machine? If you zig zag over, say, a knitting needle or something like that with your machine, that would create a pile loop effect.

I so LOVE this video! I did want to ask if you could make the same type of pile with 1/2" strips of fabric on a frame loom? I am thinking about making a pile with narrow fabric strips. Would you suggest that I use a 2nd lock down yarn shuttle instead of a fabric shuttle? Thanks in advance!

To answer your questions, I would need access to the types of materials you were using (see and feel)...what I suggest is that you start a small sampler, test out different things, even throw it in the washer to see the end results (if it's washable) and then find the one that works out the best and use it. :D

i was searching a way to make flannel.
Maybe this is not like flannel but i is a way to make things fluffy. if you know how to make flannel please share it :).
I don't know where is the process to make it starts, if it is in the spinning or in the loom or after the loom or before all this or mixed together.

@mastabloid Flannel is produced by napping the loosely spun yarn that the fabric is made out of either by plain weave or twill.

As a side note this is also the same idea for making continuous string heddles, only you use your hand to wrap the thread around ;)
