Once ever other week or so, New Scientist releases a video just like this, one that brings up more questions than answers. Our only hope here is that they later redo this with some commentary to explain just exactly what we were seeing there...
Would be nice if you had identified where this place supposedly was. The Jet Stream is obviously the windiest place surrounding Earth, but on Earth proper is what I suppose you meant by this video. If I were to guess where the windiest place was I would say Antartica or perhaps the top of the Himalayans.
Winds speeds off Cape Farewell reach at least 20 metres per second (44.7 miles per hour or gale force) 16% of the year and 29% of the winter, making it the windiest spot on the planet.
The term "chemtrail" does not refer to common forms of aerial spraying (e.g., crop dusting, cloud seeding or aerial firefighting). The term specifically refers to aerial trails allegedly caused by the systematic, high-altitude release of chemical substances not found in ordinary contrails, resulting in the appearance of supposedly uncharacteristic sky tracks.

This vid is mostly to accompany the linked article, which is why there's so little to it. But what the heck: the place shown is Cape Farewell (yes...) in Greenland. Wind speeds there hit 20 metres per second (gale force) for 16% of the year.
As has been pointed out elsewhere in the comments (and you would have noticed if you could READ), the info wasn't there when I posted my original message over two years ago. They added it after I commented, so you're welcome.
