Not rotoscoping but I don't think he was trying to represent it as such. I think most people are just trying to work software to the point where they'll be able to create animated things without the workload. I assume that *eventually* the software will get there, but it's not there yet. This was a pretty solid attempt.
@josephlwu1 There maybe different 'styles' of rotoscoping however this employs none of the techniques used in rotorscoping, I know this as thats what I do for a living.
The outline looks pretty good, but the coloring and texturing hasn't been affected much. Were I thee, I'd look into a custom palette error diffusing dither layered with a quantized base. An edge preserving blur for preprocessing might also be prudent to remove some of those compression artifacts and unnecessary details.
