The voice over is audio description for blind people. The options are there for it on films etc. It really helps blind people visualise what is going on. Sometimes the description is late, sometimes it's early. It comes in during gaps, so as not to speak over the actual programme.

Obviously they have gimmicks, it is there job after all. He doesnt have actual magic powers, this isnt Hogwarts!
