Dawkins said it was a possibility, not a probability that aliens designed life. I'm positive he doesn't believe that is the case due to the lack of evidence. However, it is still much more likely than what the bible proposes.
That alien theory might unlikely, but its still more reasonable then a god creating life.
And you're right, a advanced civilazation would never travel here at light speed. They would be better ways they could travel across the universe, like a warp drive or a warm hole that is possible according to the laws of physics.

I get a big laugh from the way that Ben Stein, superstitious cretin that he is, picks only 'key phrases' from Dawkins' explanation (of which we, the viewers, don't get to see all), and then twists them into something ridiculous under the guise of putting it into simpler terms for 'us fools'. Then, of course, there's the way that the poster of this propaganda fell for it because it was what he wanted to hear.
