The Planck's constant is a Lagrange mulitiplyer and does not quantize anything.

The h desribes only the motion of electrons in the atom shell.

The Planck`s contant is not a natural constant.

As the writer, I'd just like to say in my defense that I was a mere high school student, trying to simplify a textbook that already simplified the information a great deal. Science isn't even my specialty, I'm now in university studying Latin and history. All the same, thank you for the correction. Further knowledge of a topic is always useful.
