What was left to decipher was WHICH provinces were to be included in that land.Sindh,Punjab,Balochistan,NWFP legislatures had already voted for accession to Pakistan.So did E.Bengal's.Even if it hadnt,the other 4 provinces were to be divided as it was so no chance of being with India.Its a sad history but one that was unavoidable due to geographic makeup.

Yes, we were ruled by military for 15 years but once the democracy was restored in 1990 we have been practicing it. Despite having corruption in the government we are achieving tremendous success. What was left to decipher was WHICH provinces were to be included in that land.Sindh,Punjab,Balochistan,NWFP legislatures had already voted for accession to Pakistan.So did E.Bengal's.Even if it hadnt,the other 4 provinces were to be divided as it was so no chance of being with India.Its a sad history but one that was unavoidable due to geographic makeup.
