Google Voice requires to be on to receive a call unlike a cell phone call. The definition of that is VOIP calling, or should I say it's how the call is handled, and how the call is received.

Sources from most to least reliable for finding a used iPhone include- Cell phone repair shop, they sell iPhones, and often back them with a minimal warranty, Craigslist, Ebay, disgruntled iPhone owning friends etc.
Note: If you buy a European iPhone, they're sold unlocked, and are a better option than unlocking an American iPhone. Having said that, my US unlocked iPhone works fine.
