you can see he is making the camera look down alot. this reduces lag as it doesnt have to load distance and upcoming details. that is why he is looking down most of the time.

i've changed my grafic card to gf 9600gso by Asus and what can i say now:

gta IV EFLC running at 17" LCD in 1280x1024 or 1024x768 without commandline on mid settings run worse than EFLC on very high settings 1920x1080 and with command line on 22" O_o

That's because your Video card is shit , get a new Ati 5670 (under a 100$) (It can run on a Cheap PSU) and overclock your cpu and card , Read reviews , most will tell you how , you'll get less results on Stock Cpu cooler....

tried it on my 2nd PC just 4 fun.. C2D E4300 1,8 @ 2,4 2GB DDRII-667 6800GT 256MB without patching it worked quite well.. but.. i'm now on patch 1.0.4 and the commandline stuff doesn't do anything i could notice.. game runs so-so.. good in clear weather (24-30fps), unplayable (10-15fps) in rain and fog.. i'll stick to my main PC though (Q6600 3GHz, 4GB DDRII-800, 8800GTS 320MB)
