it very well could be Tommy Vercetti cuz just think vice city is based in the 80s and gta V looks like is based in the 2000 somewhere so Tommy will be alot older there for his voice would have changed a bit
He said he moved to warm florida because of the weather ('warm and bright, just like the movies'). Tommy would come from Vice city, and vice city is already hot! so that wouldn't make sense. Besides, he would be 62+ yrs old.

But the Hispanic comments threw me off guard, people starting typing out comments about how this guy was Hispanic and I was like "say what? That shit did not enter my mind once while watching the trailer, then they come out with "CJ OR THAT GUY RUNNING FROM THE COPS" which I knew was utter bullshit
@smith0008 In fact the first guy that came into mind was Michael Madsen, he's got that whiskey voice, Clint Eastwood Michael Madsen Al Pacino type voice
the grizzly sound of his voice is probably what made people believe he's Hispanic, you see Hispanic characters have that kinda whiskey voice, but you need the accent to go along with it and this dude had nil Hispanic accent
