400 000 000 is a correct bounty for Luffy because when Luffy defeated Geko Moria the World Government wanted it to be kept a secret because people would questioning the power of the Schichibukai. When Luffy punched a Celestial Dragon an his bounty would have went up. When he ran wild in Impel Down the World Government wanted it to be kept on a low profile. When he went to Marineford and ran wild there his bounty would have risen as well.

So we had 100m for defeating a shichibukai of a 80m bounty
Then he deffeats the CP9 and destroys ennies lobby that raised to 300m(remember the bounty is determined by how strong they are, what they have done, and how dangerous they are for the marine.
After that he deffeated Gecko Moria another Shichibukai that should have raised atleast to 350m, AFTER THAT he hits a tenryuubito and breaks down the Impel down should raise it to 400m plus he is Dragons son i say 500m - 450m would be good for that
I'm pretty sure the World Government thought he died after Marineford, so they probably wouldn't raise it much higher, so I think that's why they raised it by 100mil. They were most likely going to make it higher, but I think they didn't find out about all he's done yet, or they were considering about how much Luffy's bounty should be.

Luffys bounty didnt rise after defeating moria because when kuma was talking to sen-goku through the snail phone, he clearly told him to destroy luffys crew becuase he didnt want everyone to know. thats why it didnt rise. if you think about it, 400M for a rookie is insane. do you see any other rookie with a bounty close to 400m? i totally agree he dealt more damage in thriller bark and saboady archipelago and impel down and marineford and only went up by 100 million is stupid. my question is how much have the other supernova's bounties raised (aside from luffy and zoro)? honestly, the others didn't even do a quarter of the damage that the straw hats did before the time skip. so at that point, when kid had the highest bounty (just for killing innocents?), luffy was much more of a threat to the government, and thus should have had a higher bounty. I think luffy's bounty should be between 450 and 500 million, and the others might have gone up a little from 2 years ago
@Dood1494 all we know is Zoros bounty went up to 160m during the time skip, but who knows whats gonna happen in the new world? luffys crew might have a battle with one of the emporers and they might win? then luffys bounty will easily rise over 600m.
I feel like Oda kind of messed up Luffy's bounty or he purposefully toned down his bounty in some way. Lets see he basically destroyed Enies Lobby and declared war on the world, he defeated Gekko Moria, he punched a Tenryuubito, he broke into Impel Down to save Ace and freed about 200 criminals with bounties over 100M, and he was like the THIRD biggest pirate in the Marineford War next to Whitebeard and Ace (due to his high bounty and him being Dragon's son Luffy's bounty should be at least 500M

I don´t think so, should he have a higher bounty then him, i don´t think so, 400.000.000beries is enough for him go to around with so far, it´ll get bigger in time as he gets stronger and do more stuff, the marines don´t know what he has been doing for 2 years so why should they raise his bounty if he hasn´t done anything or they don´t see anything coming?

You forgot that Luffy defeated Enel in the Skypiea Arc before his bounty reached 300 mil (not sure if that was a filler though). And from what I heard if Enel would have had a bounty it would have been around 500 mil, which should add to Luffy's own bounty in one way or another. Anyway I still think that 300 million was too much for Luffy at that time.

More than 400 million would have been very large and may affect the story of dragon being most wanted man and may be oda didn't want dragon bounty as high as 700 million or higher

First of Moriah defeat was covered up. Secondly a bounty can only increase when your crimes and the treath that you pose to the world government increase. A bounty cannot be increased for every little crime you do, there would be no end to it. (the world government has deep pockets but not that deep). Bountiesm escpacially big ones are like threat levels. Only big things get you bounties (defeating all the notorious east blue captains, a shichibukai or destroying one of three most important -
facilities of the marines). The higher the bounty, the higher your threat level to the world government. Remember Dragon has the highest bounty in the world, Why ? Because he wants the end their bounty is going to increase if they just keep on doing what they have been doing. Giving a bounty is far easier then increasing it, because increasing it would mean that you are prepared to give away more money and no one likes the idea of giving away too much money. Meaning that once you get your 1st
bounty (which is relativily easy) an increase is unlikely. Unless you do something so outragious and unheard of that the marines have no choice but to raise your bounty. Meaning the higher your bounty gets the more unlikely it becomes that it get raised and if it does get raised it will never be raised as quickly and as high as before because the amount gets bigger aka less affordable. So when you have a small bountie it can grow very fast (2.000-5.000-15.000-25.000-55.000-75.000) but if you
already have a high bounty {95.000.000} or it has become a high bounty it will grow increasingly slower. They don't add to much to his bounty now cause its at 300 million. The marines know that basicly only Vice admirals and admirals can take out Luffy at this point.
No major form of authority was there when he fought Moria, when he owned the tenryubitto and when he fought at Impel Down. At Enies Lobby, he disrespected the World Government by shooting their united flag of 170 countries. That was war against government officials. From 100 Million to 300 Million. He then faced admirals, Warlords, marines, the Hero Garp (who he knocked off the bridge) and even SENGOKU himself, and ESCAPED). Only when he is facing the government that this happens.
Jinbei said that the bounty rose from 300,000,000 from Enies Lobby to 400,000,000 by just fighting against Marineford. Why is that?
Just by fighting in the war, they added an extra 100,000,000 to show how dangerous he is, but they don't want to reward whoever can catch him that much. Yeah, he beat Moria, a tenryubitto, fought at Impel Down and then the war, but understand....when you face the MARINES DIRECTLY in HIGH AUTHORITY, the you're bounty rises. You have to face the government directly.
@YokuramaGameTalk well i think its been stated in the manga and the anime that a pirates bounty is NOT a power level but of how big the threat the pirate is too the government. for example crocodile to me is a shit-ton stronger then moria but he became a Shichibukai when he was still a rookie( so his bounty wasnt high) due to him having a logia power (ace was also aksed to be one). and once i pirate becomes a Shichibukai thier bounty is stopped because they are allied with the goverment.
@YokuramaGameTalk the reason luffys bounty didint grow astronomically after defeating crocodile was due to not only the navy wanting to keep it under wraps but mainly that luffy in some ways helped the gov. not by defeating a shiscibukai but by saving arabasta and exposing crocodile. but after luffy fked up enies lobby ,one of the 3 most important places to the marines in the world his threat level sky-rocketed therefore so did his bounty. crocodiles bounty will be much higher post-timeskip

you know, they can be worried about them both... yes he was beaten easily by Kuma and is now emotionally broken due to Ace's death, but think about the things he did do (video above). and about the haki, i don't think they know he can't control it. and even if they did, luffy still got haki and that's very rare, and he has the potential to master it, and if he will than he will become even more dangerous
Eh, I'm not too sure about what his bounty should be now. I mean seriously once you get so high the government probably does not want to keep going up. There comes a point where they are just high enough to fit their current crimes as well as future crimes. I really doubt 400 mill is what the number is though but it is just a point that could be considered. I think we need to see more bounties of new world pirates before judging whether his bounty is high enough or not.
i agree with you, but my guess is that Oda didn't want to give luffy too big a bounty for actions that happened before the time skip. luffy is now much stronger, and Oda probably wanted luffy's bounty to get bigger for actions that happened after the time skip. my guess is that all the straw hats (or at least some of them) will get new bounties really soon.

Cant really say what a good ammount is because we dont know how big the bounties get for example the bounties of the yonkou , we can say more or less that a 400,000,000 is amazingly high but hv we seen the really high bounties to compare? We've only seen a few . We dont know tthe standards because we are yet to see the new world , who knows maybe 400mil is avg.
Let me know your feeling about this, but I think that the world goverment didn't want to alarm the world about the accomplishements of Luffy and to avoid an excitement of the new era of pirates.

Think of his other increases--he went from 30 mil to 100 mil after he beat Crocodile, which was an obvious improvement. He went from 100 mil to 300 mil after beating ennies lobby, which is also an improvement in the eyes of the WG.
But since then Luffy hasn't really done anything that shows that he's worth a much higher bounty. Beating Moria, breaking out of Impel down, and helping in the war feel like something a 300 mil man would do, and doesn't represent Luffy reaching a much higher level.
I think it was pretty accurate. I think the bounty's in the show have more to do with how strong a person is. To have his bounty go up 600 million before the time-skip would mean that his bounty would have to go up an even more insane number after the fishman arc, since he and his crew have all probably tripled there strength, and I don't think Oda wants huge amounts of bountys, especially, since alot of the current antagonists (Doflamingo, Kuma) all have around 300 million still.
The choice of bounties is supposed to be a complex political process. Luffy is only high on the list because he managed to defeat one of the seven warlords and directly challenged the world government at EL. A lot of what he did was covered up or overshadowed by people like Blackbeard. I think 400 million is as high as we've seen though, so maybe it's accurate if he is already at the top in threat level. It's kinda redundant to add more if he's already topping the chart.
I think that as the 300M already made him well known, it won't grow as much as it did back then... imagine Dragon has a 1 Billion Beri bounty... he keeps doing shit to government. but the Marines won't make it higher for every single thing he does.. 1Billion is already big enough.
I think what happened was that the 100M was added because of the Celestial Dragon incident; however the WG wanted to keep under shroud the beating of G Moria, and when everyone who escaped ID, there was a transponder snail call to the stolen Marine destroyer, in which they actually believed that it was mostly Buggy's plan.Finally at MFit was the other pirates (especially Teach) that where going to destroy MF, Luffy was believed to be dead afterwards, but after F.Island, well 400M might double!
i think it should be about 500 million because he did all that, he deserves more but i think the government is worried about teach, and they didnt let out the info that luffy beat moria, so going even higher might get the public wondering. the impel down event alone should have added 200 million. punching a dragon isnt that hard for a pirate with already 300 million isnt that surprising to me. so i say 500 million would have been fair even though i see him with 600m or even 700m.

It is depending how much the Marines want him. The highest bounties known are around 700,000,000 beri. Everything he did to get to 300,000,000 was I feel a bounty given to nip the problem in the bud and quick. Since he had an already high bounty, but still probably isn't in the top10 list for the Marines, I see 400,000,000 as a fair bounty, although I think another 50,000,000 on top of that would be acceptable as well.
I think how oda is trying to make the value of a bounty harder to obtain the more you have. The jump from 100-300 is like the jump from 300-350 so look at it that way. If bountys were accurate we'd end up looking at figures of a DBZ power level

I believe it would have made more sense to intitially increase luffy's bounty from 100 mil to 200 mil. And then after Marineford increase that to 500 mil.
That would be a 1:3 ratio in increase, which makes sense as Enies lobby was one major thing, and then you can say that Celestial dragon punch, Impel down and marineford were three other major things, hence being more proportional.

i think that after they pop back up from fm island, his and his crews bounty will go up. it only went up 400 bell because everybody thought that he was dead, and gegko moria does not count because the marine covered it up.
i think that they should have lowered both luffy and kids bounty before introducing the characters so that that they could add more to them as the story develops
actually its possible cause after luffy defeated crocodile they let him go to jail but the marine couldn't risk in losing a shichibukai so they didn't post it in the papers whitch means no one knows other then them and the shichibukai so maybe they didn't want to raise luffy's bounty whitout ppl knowing why and i agree there should be more thenn 400000000 B for luffy's head cause at the marine HQ he defeated garp ( garp let himself get hit ) and well he defeated many foes .just my opinion :D
The defeat of Gecko Moria was kept secret to the public so it would be more if that was known, 400,000,000 is currently the highest known bounty though
How much do you think the unkown bounties are worth?.For example: I'd assume Shank's over 500 Million. Luffy is not at Shank's level so I don't think they could make an equivalent bounty to a Yonko. Try reading the Beli definition on One Piece Wiki, it'll give you a better grasp of a Beli's value.

honestly. the government is keeping it on the hush hush about all the prisoners. They dont want the world to know about it so they did not put a larger bounty on him. Also. i think they are more worried about black beard after marine ford. Luffy isn't really the main target right now for the marines.
@DramaIama why would they worry about Blackbeard more than Luffy?? the Government are pretty much happy that Whitebeard died and that they won the war, so why would they be more fixated on Teach just cuz he took whitebeards powers? I understand that Teach freed prisoners from Impel Down arc, but Luffy pretty much challenges the Government and did ALOT worse than what Teach has done, so dunno what's your point there........

Luffy and his crew on the other hand, have defeated 2 schichibukais, punched a tenryubito, destroyed ELobby and did damage in the other 2 major places of the Government (Impel Down and Marine Headquarters).

I think oda just didn't want to raise his bounty too high. Any bounty over 300 million the government considers to be an extreme threat. So to get a bounty well over 300 million is really tough to do. Whereas a bounty of 100 million (before EL) isn't much of a threat to the government when compared going to the new world. So doing such a feat caused him to be taken seriously. And since they already take him seriously and the bounty is above 300 mil. Going up 100 mil from 300 is A LOT
I say Oda doesnt want luffy bounty to be crazy high to show there is still along way to go becoming Pirate king and also im not sure but i think they said White Bread'sk bounty and i dont't tthink Oda would want Luffy bounty to surpass White Bread especially because in my opinion white bread was much closer to becoming Pirate Kking than luffy

What they did in Enies Lobby was almost just as crazy as the rest, imo. They defeated one of the Marines stronger forces, and were the reason of Buster Call, and therefore ELobby getting destroyed.

400 000 000 is a correct bounty for Luffy because when Luffy defeated Geko Moria the World Government wanted it to be kept a secret because people would questioning the power of the Schichibukai. When Luffy punched a Celestial Dragon an his bounty would have went up. When he ran wild in Impel Down the World Government wanted it to be kept on a low profile. When he went to Marineford and ran wild there his bounty would have risen as well.

So we had 100m for defeating a shichibukai of a 80m bounty
Then he deffeats the CP9 and destroys ennies lobby that raised to 300m(remember the bounty is determined by how strong they are, what they have done, and how dangerous they are for the marine.
After that he deffeated Gecko Moria another Shichibukai that should have raised atleast to 350m, AFTER THAT he hits a tenryuubito and breaks down the Impel down should raise it to 400m plus he is Dragons son i say 500m - 450m would be good for that

I'm pretty sure the World Government thought he died after Marineford, so they probably wouldn't raise it much higher, so I think that's why they raised it by 100mil. They were most likely going to make it higher, but I think they didn't find out about all he's done yet, or they were considering about how much Luffy's bounty should be.

my question is how much have the other supernova's bounties raised (aside from luffy and zoro)? honestly, the others didn't even do a quarter of the damage that the straw hats did before the time skip. so at that point, when kid had the highest bounty (just for killing innocents?), luffy was much more of a threat to the government, and thus should have had a higher bounty. I feel like Oda kind of messed up Luffy's bounty or he purposefully toned down his bounty in some way. Lets see he basically destroyed Enies Lobby and declared war on the world, he defeated Gekko Moria, he punched a Tenryuubito, he broke into Impel Down to save Ace and freed about 200 criminals with bounties over 100M, and he was like the THIRD biggest pirate in the Marineford War next to Whitebeard and Ace (due to his high bounty and him being Dragon's son Luffy's bounty should be at least 500M

You forgot that Luffy defeated Enel in the Skypiea Arc before his bounty reached 300 mil (not sure if that was a filler though). And from what I heard if Enel would have had a bounty it would have been around 500 mil, which should add to Luffy's own bounty in one way or another. Anyway I still think that 300 million was too much for Luffy at that time.

Eh, I'm not too sure about what his bounty should be now. I mean seriously once you get so high the government probably does not want to keep going up. There comes a point where they are just high enough to fit their current crimes as well as future crimes. I really doubt 400 mill is what the number is though but it is just a point that could be considered. Think of his other increases--he went from 30 mil to 100 mil after he beat Crocodile, which was an obvious improvement. He went from 100 mil to 300 mil after beating ennies lobby, which is also an improvement in the eyes of the WG.
But since then Luffy hasn't really done anything that shows that he's worth a much higher bounty. Beating Moria, breaking out of Impel down, and helping in the war feel like something a 300 mil man would do, and doesn't represent Luffy reaching a much higher level.

I think it was pretty accurate. I think the bounty's in the show have more to do with how strong a person is. To have his bounty go up 600 million before the time-skip would mean that his bounty would have to go up an even more insane number after the fishman arc, since he and his crew have all probably tripled there strength, and I don't think Oda wants huge amounts of bountys, especially, since alot of the current antagonists (Doflamingo, Kuma) all have around 300 million still.

The choice of bounties is supposed to be a complex political process. Luffy is only high on the list because he managed to defeat one of the seven warlords and directly challenged the world government at EL. A lot of what he did was covered up or overshadowed by people like Blackbeard. I think 400 million is as high as we've seen though, so maybe it's accurate if he is already at the top in threat level. It's kinda redundant to add more if he's already topping the chart.

I think what happened was that the 100M was added because of the Celestial Dragon incident; however the WG wanted to keep under shroud the beating of G Moria, and when everyone who escaped ID, there was a transponder snail call to the stolen Marine destroyer, in which they actually believed that it was mostly Buggy's plan.Finally at MFit was the other pirates (especially Teach) that where going to destroy MF, Luffy was believed to be dead afterwards, but after F.Island, well 400M might double!

It is depending how much the Marines want him. The highest bounties known are around 700,000,000 beri. Everything he did to get to 300,000,000 was I feel a bounty given to nip the problem in the bud and quick. Since he had an already high bounty, but still probably isn't in the top10 list for the Marines, I see 400,000,000 as a fair bounty, although I think another 50,000,000 on top of that would be acceptable as well.

I think how oda is trying to make the value of a bounty harder to obtain the more you have. The jump from 100-300 is like the jump from 300-350 so look at it that way. If bountys were accurate we'd end up looking at figures of a DBZ power level

I believe it would have made more sense to intitially increase luffy's bounty from 100 mil to 200 mil. And then after Marineford increase that to 500 mil.
That would be a 1:3 ratio in increase, which makes sense as Enies lobby was one major thing, and then you can say that Celestial dragon punch, Impel down and marineford were three other major things, hence being more proportional.
But hey it's only a minor thing :), I'm so pumped for the next chapter right now.

i think that after they pop back up from fm island, his and his crews bounty will go up. it only went up 400 bell because everybody thought that he was dead, and gegko moria does not count because the marine covered it up.

i think 600/700 000 000 would be the correct bounty at the moment. 400 mill is just wrong, so wrong!
And besides i'm sure that in the New World there are bunch of ppl with over 400 million bounties.

actually its possible cause after luffy defeated crocodile they let him go to jail but the marine couldn't risk in losing a shichibukai so they didn't post it in the papers whitch means no one knows other then them and the shichibukai so maybe they didn't want to raise luffy's bounty whitout ppl knowing why and i agree there should be more thenn 400000000 B for luffy's head cause at the marine HQ he defeated garp ( garp let himself get hit ) and well he defeated many foes .just my opinion :D

How much do you think the unkown bounties are worth?.For example: I'd assume Shank's over 500 Million. Luffy is not at Shank's level so I don't think they could make an equivalent bounty to a Yonko. Try reading the Beli definition on One Piece Wiki, it'll give you a better grasp of a Beli's value.

I agree on that, you also forgot to mention that Luffy fucked up Rob Lucci, the leader of the fucking CP9 who work for the government, it should have fucking tripled, nevermind doubled man, Oda should have put the bounty higher and also Luffy along with Ivankou, Jimbei, Buggy & etc who opposed the world government business of Ace execution should be considered another BIG ass fucking crime and also Luffy fighting Gecko Moria, Mihawk, 3 Admirals & punch Garp should have made his bounty WAY higher

honestly. the government is keeping it on the hush hush about all the prisoners. They dont want the world to know about it so they did not put a larger bounty on him. Also. i think they are more worried about black beard after marine ford. Luffy isn't really the main target right now for the marines.

@DramaIama why would they worry about Blackbeard more than Luffy?? the Government are pretty much happy that Whitebeard died and that they won the war, so why would they be more fixated on Teach just cuz he took whitebeards powers? I understand that Teach freed prisoners from Impel Down arc, but Luffy pretty much challenges the Government and did ALOT worse than what Teach has done, so dunno what's your point there........

@ShippudenEnglishDub2 (spoilers) I think there more worried about Teach cause they had enough trouble dealing with Whitebeard alone, now they have a guy with Whitebeards Quake power and the power of darkness, the "strongest" devil fruit. where as on the other hand they see a kid who was beaten easily by Kuma, is now emotionally broken due to Ace's death and can barely control Haki. Its what to come that they fear the most

@0uterHaven that is true, but even tho Luffy couldn't control Haki properly that time he still used it during the war regardless when Ace was about to be killed, yes Teach is a big threat now but like I said, Luffy has done way more to get more recognition than Teach regardless that Teach has Edward Newgates powers and shit.

@madarao1991 take Kid and Luffy's bounty. Kid killed a lot of innocent people (the rest of the things he did is still unkown), and he got a 3 hundred million bounty. Luffy and his crew on the other hand, have defeated 2 schichibukais, punched a tenryubito, destroyed ELobby and did damage in the other 2 major places of the Government (Impel Down and Marine Headquarters).
It isn't only about the people you kill, is about the damage you do... And the crew has humiliated the government a lot.

I think oda just didn't want to raise his bounty too high. Any bounty over 300 million the government considers to be an extreme threat. So to get a bounty well over 300 million is really tough to do. Whereas a bounty of 100 million (before EL) isn't much of a threat to the government when compared going to the new world. So doing such a feat caused him to be taken seriously. And since they already take him seriously and the bounty is above 300 mil. Going up 100 mil from 300 is A LOT

You made valid points, within the one piece universe, going by the level of the stuff he did (everything you said basically) he should have much muccchhhhhh more. Oda isn't perfect, he fucks up, he has quite a few times with stuff though nothing major. So I will say it's Oda own fault with his misjudgement, there isn't really another explanation.
Don't get me wrong I love One Piece, but it's far from perfect, Oda makes mistakes like every other mangaka. But yeah, Oda fucked up with this one!

You're an idiot. One Piece is probably the closest to perfect in manga. Oda doesn't fuck up. He makes some minor errors but nothing compared to other series. We're talking about a guy that remembers the faintest stuff and brings it up. A 3 page scene can become major arcs (Meeting Ace). Luffys in the New World. I personally feel when you're in the new world, you gotta do more to get your bounty up. Plus he got his ass kicked in all the recent arcs

What they did in Enies Lobby was almost just as crazy as the rest, imo. They defeated one of the Marines stronger forces, and were the reason of Buster Call, and therefore ELobby getting destroyed.
About Moria, I can understand, because they've just changed his bounty.

To be fair, Luffy got his ass whooped at Marineford. They probably covered up the damage at Impel Down and Thriller Bark lol.
Still, 300,000,000 was already a terrifying bounty. 400,000,000 has surpassed Doflamingo. Luffy has a target painted on him, he's the son of Dragon after all. But I think you're right, Luffy's bounty should be on 500,000,000+ by now. Maybe people don't know he's alive yet...lol
