who concocted the Gramm–Leach–Bliley Act, that not only allowed commercial banks, investment & securities cos & mortgage brokers to consolidate, but allowed these venal giants inflate values and make riskier investments while at the same time removing any requirements to maintain enough equity.

Thus exposing the assets of its banking customers - US.
