The reason Seel is named the way it is isn't because the developers were lazy, it's because the translators were. Pokemon was originally developed in Japan and their Japanese names had to be translated into English. Sometimes the translators did a good job, and sometimes...we get Seel. And Dewgong, which is a dugong.

If you think seal is lazy, you should see the new ones. A candle that evolves into a lamp that evolves into a chandleer. A garbage bag with eyes that evolves into a broken garbage bag with eyes, and an ice cream cone that evolves into a double scoop ice cream cone.

You're missing the point. All Pokemon are silly, yes, but they all have their own unique names and appearances (most of them, anyway)... except Seal.

Not only does he take on the appearance of an actual seal, but even his name is simply 'Seal'. Honestly they might as well have put a lion in Pokemon and named him 'Lion'.
