Yes, both are very late works and both written for and inspired by the same clarinetist - Anton Stadler. Mozart also composed a number of other works for Stadler, who was a close friend of the composer's in Vienna in the closing years of his life.

I haven't heard this piece before. A lot of the phrases seem to be similar to his Clarinet Concerto.
