I spent years in college wearing tight corduroy Levis jeans and corduroy short jacket. I had every single color on the market. At least twice a day, I would JO without taking out my cords. With my right had, I was JO, with my left hand I would stroke my cords all over.
I've been looking for that commercial--I can't find it anywhere. IIRC, the cords were the train cars on the track.
One of them started out slowly out of the station and headed out of frame. Then, a few seconds later, one whizzed by as you mention. I loved it as a kid.
I found the "train" commercial in a video titled "80's Commercials Vol. 188". It starts at 2:41.

I remember an old cords commercial that included a train that wizzed by very fast...."cords - cords - cords - cords - cords - cords" it was cool.
