The Coast Guard boat isn't a warship or military boat. I hope you understand unlike China & Russia, Japan Coast Guard belongs to Police Dep & they had to answer to the head of Police. As for warship to Military Dep & head of it's the prime minister.Those 2 operate & function independently in free society. So even if the head of state commits crime police can act & arrest him.What 'bout in Kremlin or China ? Is that so? Is this the reason you don't know the difference of warship from coast guard?
