Yes he takes risk but rarely messes up and he's also more skilled at parries. They probably might never play each other mirror match wise but you can compare videos.

sf4 is supposed to be chronologically before 3, storywise and gameplaywise. It's the introductory step between 2 and 3 which was so poorly represented.

SF4 may be between 2 and 4 storywise, but gameplay is nothing like the two mashed together.

Using SF4 as a way of getting into 3 makes no sense.

Street Fighter IV has almost nothing in common with Street Fighter III. Aside from the idea of cancelling enemy attacks (parry vs. focus attack). But SFIII is a much, much smoother game with far deeper gameplay and response. SFIV is downright primitive in comparison with SFIII and Tekken.
