Maybe he was staggering in after a raging bender and phasered them all down. Maybe Riker knew he was in deep shite after he walked in on Picard's offscreen holodeck gangbang with his Dixon Hill secretary and other assorted extras...

there are a lot more commanders and lietenants on the ship than the senior crew that we know. one of them is in command.

during the "night shift" none of the senior staff is on the bridge either (except for Data but he doesn't do it every day anymore since he discovered his dream program and started sleeping)
