Based on what? A tainted, mal-adjusted surface record (NASA/GISS/Hansen adjustments) or a 'tweaked' (and discredited due to erroneous statistical techniques) 'Hockey Stick' (ala Michael Mann).

Remember, the IPCC is a *political organization*, not a science body ...

Keep in mind that the earths median temperature rose 1.5 degrees F from 1900 to 2000 and is reported to lost nearly all of that in the last 7 years.
