When the screen and this is including all the panels because they are all packed together into one is taken out of the tv casing there are electronic connectors all around the edge of the screen. These electronic connectors allow the current to enter the screen and the panels within the screen so the whole compacted screen is live every single layer of it.

@Ietterposter they're not all live. fi you knew anything about TV's, you would know there is only an electric current between the 2 glass panels where the neone and xenon cels are. that's it. in an LCD, the same concept applies, only with the liquid inside. The layers in front of the 2 glass panels are just polarised film and plastic which are NOT electrified...Do a little more research before you start posting shit.

plasma tv's are using very tiny glass chambers filled with xenon so its like the 10/1 shock of a camera flash if you touch the invisible leads in the back of a subpixel

Its an LCD, and the LCD panel itself works with a very low voltage! The relatively high voltage operation is true for plasmas, but you can't touch a tv's plasma panel from outside, because there're at least one or two glass or plastic layers in front of the plasma panel. If this would be a plasma and these two glass/plastic layers are also broken, there would be a small risk, but rather to cut the hands like to get an electric shock.
