But it's more than just nudity. There is actual sexuality involved. Look at her face closeup 0:09 to 0:10 you can see that she is giving a facial expression that says "OH this feel good!" as if she's having an ORGASM (the point in sex with the best feeling).
I mean it's as if her powers are performing masturbation on her, without her even using her hands! You can NOT tell me that this scene is not meant to be pornographic. It is indeed VERY sexual, VERY pornographic.

For example, it could have been done with the fade out of her clothes STARTING only after it was already apparent that she had mostly morphed into a unicorn. That way you would not get the impression that you were seeing a naked woman, covered only by her hair, at ANY point in the scene.
In fact, such a non-nude transformation is accomplished in the cartoon Angel's Friends. When the girls transform, their new clothes have already materialized at the "important parts" about a tenth of a second before her old clothes disappear, preventing any and all possible nude scenes.

While none of the bad parts are shown, clearly it is implied she is naked for a brief time because there is one point in her transformation where she is still human (not yet morphed to unicorn) and yet her clothes had disappeared, with only her hair covering what needs to be covered.
So unless the artist had considered her to be clothed by some kind of undergarment, also hidden by her hair and so you don't see her wearing it, then she clearly is naked. And since I can't possibly know the artists intentions, it is most likely supposed to be nudity, as usually nudity is usually what is implied when when you see someone with hair covering what needs covering, and no visible clothing outside of their hair.
