I think that the lines about kids playing and drawing on the pavement are about how kids should be playing in grass, and ponds and forests, but the world is so industrialized that they can't, and the "shadows of planes.." lyric is about how we have even taken over the skies with industrialism.

This song is about how much we take the earth for granted. "If you keep adding stones, soon the water will be lost in the well" means that if we keep covering our planet in concrete and skyscrapers, we're going to lose it's beauty. Jack is from Hawaii, which is so beautiful it is impossible to take the Earth for granted there. Once you leave and go to a city, it just makes you sick thinking about all the wonderful land we covered in roads and buildings. same concept as "they paved paradise"
