For those who dont know, they were firing a smoke round from the M203 to warn the car to stop but the round ricocheted of the ground and splattered that guys brains.

It was an accident. They setup a roadblock and were instructed to fire warning shots (smoke grenades) at approaching cars that did not stop or slow down. The grenade bounced when it hit the ground and hit the guy in the back of the head.
Why didn't he try to hit the cars engine block? That's pretty much the only part of the car able to fully stop a bullet, a relatively slow moving smoke grenade should be no problem and get the message across.
