If you watch the whole speech, the civilian National Security Force that he's talking about are diplomats, consulates, peace corps, NGOs, and other nonmilitary groups to encourage peace through diplomacy and humanitarian effort. He never once mentioned a homeland paramilitary group. I don't support Obama or his policies at all, but I also don't think he's this all powerful dictator. Obama is the same guy who before he was president said $4 a gallon wasnt too high, but that it "got there too fast."
