My family left East London in the 1960's but we still sing this song often. I don't know who originally wrote it but it's the Harry Champion version 'cockneys' sing 1920's or 1930's. Not sure its pre ist war. Weird to here a northener sing it!
You're right Harry Champion made it famous but according to Wikipedia it's much older-1911. A lot of the lyrics have very quaint references. Still a good laugh even now!

But it's interesting to note that most of the popular versions of this song have not sung all the verses in the officially published lyrics. I am just beginning to enjoy British Music Hall numbers. And I must say Harry Champion rocks! Coming from me - A Filipino with no English ancestry - that is a great praise.
I saw Fozzie and Kermit do this one on the Muppet Show once. But for some reason, I find this version funnier. But I like it. Which is strange, since Davy is not my favorite Monkee (he's my fourth favorite, actually).

Also in this version he saying 'with a brand new smile and the correct line is brand new tile ( a collapsable top hat )
