Many of the people that formed this country were freemasons. We had an Articles of Confederation that ensured States' Rights before the current constitution. Those who wanted the current constitution wanted a stronger federal government. Many of the founding fathers were rich elites and slave owners. The Bill of Rights was an after thought.
