Actually, the pronunciation of "Shigeo" and "Shikao" are different in Japanese.

Yuudachi was written by Suga Shikao.

Also, Suga Shikao use only one nameスガシカオ（which have the same pronunciation with his real name 菅止戈男 in Japanese).

So he is the same person who wrote the song you mention above.
