In fact it's a race change, but not a real one. It's a mod, i used it back in the time to turn troll females into undead males. But still the player who owes this data on his computer will can't be seen by other players to the race he turned into with this mod... So not really usefull and quite a lot of bugs back in the time...

Btw I know another way to racechange:

Create a char on the same server wheres the char u want to transform, then click on the char u want to transf., then click on the char u created, and hit enter, but in the EXACT SAME TIME! If u do it right, then It'll work. but its not permament :S it changes back if u log out :S btw its cool and NOT BANNABLE!

I don't know if it has been fixed, because I quit WoW a year ago (bit more), and I don't really follow upcoming news :/ When I commented it, I swear you it worked. I did funny combinations, which are now available, but back then, they weren't :) Just for example: nightelf mage, bloodelf warrior, etc... So, I think it's kinda unnecesary now. And the problem with it was if u went to another instance, it popped back to normal. :/

M8, I commented it more than a year ago :D I think it have been fixed since then :/ But When I commented it, it worked, and it was awesome, to PoM pyro with a nightelf :D nowadays you can normally do that, cause of cataclysm changes.
