I have a private pilot's license and as such have not had the opportunity to operate abroad, but I've always wondered how well I would do with respect to communications. Initially, I was upset with the Air China pilots here, but their employer is as much to blame as they are. ICAO level 4 is within their grasp (just) ;-)

We send our guys up to you at CATC Training School in BKK, and all the lessons are in English.

If our new ATC candidates don't come up to scratch in their 4 weeks 'basic' in house training, with regard to their English proficiency, we don't send 'em - simple.

They have to work as FDO's til next time.

The Ground controller does not control the RAMP, that is a different section of the airport, he has to make sure that he can hand that plane off to RAMP control, so Air China needs to know if he will be able to get in, once he knows he can get in, he can be cleared into the ramp
