Those lights are on when the RWY lights are on. Allways. They are socalled "go around lights". If the pilot hasn't touched down before he passes those lights, he has do a go around and try again.
Is the Brønnøysund landing less challenging than STO Sandnessjøen? I am traveling there for the first time this summer to find the birthplace of my grandmother in Baero.

This is not Brønnøysund (BNN). This is Sandnessjøen/Stokka Airport (SSJ).
Stokka (SSJ) got 1058 m (3563 ft) runway. The runway in Brønnøysund (BNN) is a bit longer, 1200 m (3937 ft).
The shortest runway with commercial flights is Hammerfest (HFT). The runway is 799 m (2625 ft)

It depends on wich lengths you are referring to. The total length of the RWY at Stokka is 1086m and 981m between thresholds.
At Brønnøy the total length is 1439m and 1199 between thresholds.
