It's not really got much to do with techno... it is somewhat related to drum and bass, especially if you go back to the fact that garage was developed as a slow, more relaxed form of jungle originally.

But really, dubstep developed from 2-step, with producers experimenting... eventually making their tracks more 'club friendly' with heavy wobble basslines (but I have no idea how half time snare positions came into popularity.)
