China and India have over 10x our population in the same or smaller geographical space. It's not individual consumption that's the problem, but golf courses and lawns and factory corn farming in the desert Southwest. Most of the country has plenty of water. Here in PA, we've had above-average rainfall and flooding for a few years now. The solution is to allow supply and demand to work without government interference. The price will rise and nonessential uses will go away.
In Nevada Lake Mead is down so far old towns that were underneath are being seen. Pipes at the Hoover dam are showing now, that were way under water a few years ago.
They do... The best crops for DRY cilmates is... NOTHING. You do NOT try and grow crops in desert climates or arid regions. The only thing historically that can grow in them is usually the Native corns which use almost no water by comparison to yellow corn... Or the Native squashes which use very little to no water.
No such thing as water shortage, only water miss-use and delivery problems. Maybe if we stopped trying to grow corn and cotton in the middle of deserts that would help. That and maybe people should stop dumping toxins into the water system.

I know at least 5 farmers this year, that have left dirt & moved over to Aquaponics using their natural fish ponds, for this very reason. I feel bad, we are talking, huge amounts of Rubber Vinyl plastic and DOW products but you've got to collect store, pipe and re-use water to re-coup the costs. Last year plain Hay was 8$US a Lg. bail
