recoil was put a ton in this game because your a weaker, and i would say the best is plasma rifle and pistol, excluding power weapons, because it is quicker to take out brute armor and more ammo conservative but i still normally stay with carbine and pistol on campaign

You can solve the Rookie's ammo problems by finding the Superintendant's supply caches. 5-6 fully loaded magnums in each, also SMGs and sniper rifles, with some bonus grenades...

Gotta disagree with your comments on laziness. I don't think Bungie are a lazy studio in the slightest. Rather, the issue with matchmaking is technical, and thus about time & money. Because of the way that campaign, matchmaking, then live co-op, then firefight were developed, firefight isn't a good fit (yet) with matchmaking. It's just one of those things they could do, but could take an extra year of work. Hopefully we'll see it in the next game, though.
